The innovation capacity of local companies is considered. The relationship between industry and university as well as the characteristics of SMEs in terms of competitiveness are deeply studied to support for economic policies of the country. An appraisal of the political, economic and structural aspects of actions prescribed in such documents, the envisaged role of science and technology in achieving national and regional goals and the trends in policy making are covered.

The transfer of technology and knowledge to different stakeholders of innovation systems is an important policy issue, which requires public intervention. The main rationale behind this intervention is to address market failures dealing with incomplete markets for technology and IP transfer, as well as systemic failures at regional, national and global systems of innovation which may be related not only to the institutional problems but also weak networking and linkages between different actors involved in the supply and demand of knowledge and technology. Policy instruments in this context aims to facilitate the knowledge and technology transfer and their commercialization through a number of means such as supporting research and private sector interactions, developing innovative clusters, improving regulations to support IPR commercialization, promoting innovative public procurement, and funding start-ups and spin-offs.
The concept of knowledge and technology transfer has become a central focal point in the enterprise system as well with the rise of the concept of open innovation. As described by
Chesbrough, `open innovation is a new paradigm that assumes that firms can and should use external ideas as well as internal ideas and internal and external paths to market, as the firms look to advance their technology `. Although initially promoted as a business-driven phenomenon, open innovation is now a central point in knowledge and technology transfer policies, as it requires firms to search and acquire know-how and IPR from universities, research institutions and other firms.

During the course, the participants are expected to acquire: (i) understanding how ICT can change work organization; (ii) ICT and labour, who benefits from ICT; (iii) social aspects of innovation; (iv) the policy implications of the two literatures, how to deal with labour issues as a result of work organization and the localization versus globalization debate. And at the end of the course, the participants are expected to posses: (i) the ability to analyze the implications of the globalization process. Firms and production are becoming globalized; (ii) the ability to compare and contrast localization issue with globalization of production, (iii) the ability to examine the appropriate policy tools that stems from the localization versus globalization issue.

From a business perspective, the course will focus on the linkage of technology and business strategies, key R&D business processes, issues in global R&D management, methods of measuring and optimizing the return on the R&D investment, commercializing technology and the commercial development process, technology intelligence, organization and human resources issues in the R&D, and leveraging private investors including Venture Capital (VC) and public R&D support programs. Case studies from international benchmark studies and best practices will be discussed. The course will move deliberately between strategic issues (why does business do R&D?) and managerial and organizational issues (how should business do R&D?), though the focus of the course is more on better understanding of private R&D behavior for policy design.

This course addresses both the practical how to dimensions of qualitative methodology and method, and the epidemiological and theoretical commitments and stances that are tied to these methods. It specifically focuses on introductory level econometrics to present the basic tools of a widely used method in STL.
