Course Objectives

This course aims to acquaint students with the relevant theoretical frameworks that have influenced the study area, such as Weberian conceptualization of bureaucracy, the Public Choice/Rational Choice Theory and more recent post-NPM(New Public management) theories. In relation to theoretical frameworks discussed, course will attempt to help students delve into similarities and differences between administrative systems across countries, in the current setting of decentralization, norm diffusion and other aspects related to globalization and interconnectedness.

Course Learning Outcomes

Students will be able to:

Analyze how administrative theories shape institutional design (e.g., centralized vs. networked governance).

Assess the role of street-level bureaucrats in policy delivery (e.g., teachers, police).

Critique reform movements (e.g., NPM, New Public Governance) using empirical evidence.

 

Propose context-sensitive administrative reforms for equity and efficiency.
