At the end of this course, the student will learn:
• The historical context and drivers of public administration reform in Turkey
• The key areas and dimensions of reform in Turkish public administration, including organizational structure, human resources, service delivery, and accountability
• The major reform initiatives and programs implemented in Turkish public administration in recent decades
• The challenges and opportunities for public administration reform in Turkey, including political, economic, social, and cultural factors
• The impact and outcomes of public administration reform in Turkey, including successes, failures, and unintended consequences

Students who successfully complete this course will be able to:
• Understand the historical context and drivers of public administration reform in Turkey
• Identify and analyze the key areas and dimensions of reform in Turkish public administration, including organizational structure, human resources, service delivery, and accountability
• Examine the major reform initiatives and programs implemented in Turkish public administration in recent decades and assess their impact and outcomes
• Assess the challenges and opportunities for public administration reform in Turkey, including political, economic, social, and cultural factors that have shaped the reform process
• Evaluate the successes, failures, and unintended consequences of public administration reform in Turkey and explore the lessons learned for future reform efforts
