Course Objectives
At the end of this course, the student will learn:
- basic concepts in analysing bureaucracy in a broader political, social and economic context
- basic theoretical approaches to bureaucracy in a historical perspective
- a basis to examine tensions between bureaucracy and politics
- major standpoints for the analysis of the role and transformation of bureaucracy in Turkey
Course Content
The aim of this course is to help the students examine bureaucracy in a broader political, social and economic context, and within their probable relationship patterns. To understand bureaucracy means to understand what it is, where it stands in the formulation and implementation of public policies, and what kind of problems it encounters in its operations. In this regard, the course will both focus on theoretical approaches to bureaucracy, and practical implications of its daily functioning in different contexts. The course will also have a special focus on bureaucracy in Turkey, especially reflecting the characteristics and changes it has experienced throughout the 2000s and 2010s.

At the end of the semester, the students will be able to:
- examine bureaucracy in a broader political, social and economic context, and within their probable relationship patterns,
- analyse bureaucracy from different theoretical perspectives,
- identify current issues in relation to bureaucratic structure and ways of doing things.
