Course Objectives
At the end of this course, the student will learn:
- the constitutional basis of the contemporary administrative system in Turkey
- the basic institutional features of the current administrative system in Turkey
- the historical dynamics and processes that contributed to the formation of the current administrative system in Turkey
- the key issues pertaining to the functioning of, and problems faced by, the Turkish administrative system
Course Content
The aim of this course is to introduce the student to the Public Administration System in Turkey. The task undertaken involves outlining the constitutional basis and institutional features of the contemporary administrative system, as well as exploring the historical dynamics and processes that contributed to the formation of the current system. The course also touches upon the key issues pertaining to the functioning of, and problems faced by, the Turkish administrative system. In that regard, both domestic and international pressures pushing the administrative system towards reform, as well as the applicability of such reforms, will also be discussed.

At the end of the semester, students are expected to be able to:
- establish links between different institutional features of the administrative system in Turkey
- follow the major political developments in transforming the administrative system in Turkey
- identify the major problems regarding the transformation of the current system in Turkey
