Course Objectives

This course aims to locate the role of privatization in provision of public services at the local level. Through the analysis of historical, political economic and ideational factors that drive privatization, students will be able to evaluate the evidence on privatization's impact on the provision of public services. The course also problematizes the market-based provisions of local services via the analysis of alternatives such as cooperatives, in-house bids, and forms of participatory governance. 


Course Content

This course attempts to critically analyze these available alternative ways and means in service provision for local governments that are under fiscal constraints. It emphasizes pros and cons of public and private, mixed alternative provisions, and delivery systems at the local level.

Students will be able to:

Critique the assumptions underlying pro- and anti-privatisation arguments.

Map the stakeholders and power dynamics in local privatisation debates.

Explain how legal systems (e.g., procurement laws, labour protections) shape outcomes.

Design strategies for democratic oversight of privatised services.
