Course Objectives

This course aims to problematize exclusion as a policy outcome rather than an accidental byproduct of policy implementation. As such, it helps master critical frameworks for studying exclusion and helps develop tools to diagnose exclusionary mechanisms in policy documents, implementation practices and evaluation metrics. 


Course Content

Public Policy and social justice, ideational dimensions, social exclusion as a cross-cutting policy theme, political representation and (re)distribution, comparative analysis of different policy schemes/orientations, the relationship between institutional design of the policymaking process and political representation, policy instruments and different social classes/groups access to wealth/welfare, new forms of inequality,neoliberal urbanisation and new geographies of injustice/identity, transformation of policymaking/implementation neoliberalism.


Course Learning Outcomes

Students will be able to:

Apply theories of structural inequality to policy analysis.

Differentiate between formal policy inclusion (legal rights) and substantive inclusion (meaningful access).

Map the actors and institutions that benefit from maintaining exclusionary policies

Conduct "exclusion audits" of policies by tracing how language, eligibility rules, and administrative procedures create barriers.
